Online hacktivist group Anonymous has blocked access to Mexican Senate and Interior Ministry websites. The attack is a protest against a proposed law that will see those who violate copyright online fined one million pesos (over $100,000).

The proposal, from conservative senator Federico Doring, is widely seen as the Mexican version of the SOPA/ PIPA bills, denounced by Wikipedia and other web giants, as well as by the internet community at large, as a threat to internet freedom.

Google, YouTube, Yahoo, AOL and many others have likened the bills to China-style censorship. The deals were supposedly created to protect copyrighted material, but most believe they would cripple the internet, effectively killing all websites allowing user-uploaded content, endangering potential whistleblowers and severely damaging online freedom of speech.

The controversial bills have been shelved indefinitely by the US Congress after the wave of protests and blacking outof popular websites such as Wikipedia, to get the point across.

Despite the victory of internet users in the SOPA/PIPA case, however, other battles rage on. Another controversial treaty – ACTA, an international agreement aimed at protecting intellectual property – sparked mass protests in Poland after its signing by the country.

Anonymous has already targeted official websites in the countries that have signed ACTA. They struck the Polish, French and Czech government websites, as well as the sites of the Irish ministries of justice and finance, the European Parliament, Ireland’s Innovation Minister Sean Sherlock and Polish Prime Minister Donald Tusk.

The proposed Mexican law is the new target for Anonymous, who seem ready to tackle any organization or government on the planet that threatens internet freedom and free speech. Anonymous claimed responsibility for the attacks on Mexican websites on their Spanish Twitter account Friday.

Interior Secretary Alejandro Poire told a news conference that the ministry’s site had been blocked late morning. It lasted for a little less than five minutes, the site was not compromised and officials were investigating, Poire said.

Doring said in his Twitter feed that Anonymous have the right to show they are against his proposal, but do not have the right to attack websites. He also insisted that the proposal “does not contemplate any criminal punishment” and would not sanction users of social networks because they do not make a profit.

This is not the first time the elusive internet collective is operating on Mexican online turf. Last October, Anonymousthreatened to publish information on drug cartels in the country, with the main focus on Los Zetas (one of the most powerful and violent drug cartels) and those, who have been collaborating with the cartels, such as police officers and taxi drivers.

A maker of rechargeable car batteries that was using a $118.5 million Energy Department grant to build a factory in Indiana filed for Chapter 11 bankruptcy protection Thursday, becoming the latest green-energy company backed by the Obama administration to run into trouble.

Ener1 Inc. said its prepackaged bankruptcy filing will enable the company to receive a new infusion of capital and keep its operations going. Ener1 reached a deal with lenders to cut its $91 million debt in half and said it would receive $81 million in new funds, mostly from Bzinfin S.A., a company backed by Russian businessman Boris Zingarevich.

A subsidiary of Ener1 called EnerDel Inc. employs 275 workers outside Indianapolis and is going forward with building its battery plant, Ener1 said. The subsidiary isn’t in bankruptcy.

The bankruptcy filing is the latest embarrassment for the clean-energy program included in President Barack Obama’s 2009 economic-stimulus package. Last September, Solyndra LLC, a California solar-panel maker, declared bankruptcy and shut down, leaving taxpayers with losses on the $527 million in government loans the company had received. A smaller company that was developing electric-grid technology with U.S. support also filed for bankruptcy protection last fall.

The Solyndra bankruptcy has triggered months of investigations by Republicans in Congress, with lawmakers questioning whether the company got favors because one of its main backers was a foundation led by a donor to Mr. Obama’s campaign.

The Obama administration has denied giving Solyndra special treatment and said the loan was made on the merits. It has said failures are to be expected in the still-emerging clean-energy industry.

Mr. Obama defended his efforts in Tuesday’s State of the Union speech, specifically mentioning batteries.

“In three years, our partnership with the private sector has already positioned America to be the world’s leading manufacturer of high-tech batteries,” he said. “Because of federal investments, renewable energy use has nearly doubled, and thousands of Americans have jobs because of it.”

Rep. Cliff Stearns, (R., Fla.), who has led the Solyndra investigation, said the Ener1 bankruptcy showed the failure of the president’s agenda. “One bankruptcy may be a fluke, two could be coincidence, but three is a trend,” Mr. Stearns said. “The Department of Energy’s jobs record seems to grow worse by the day … and it is American taxpayers who are paying the price.”

The FBI is seeking to develop an early-warning system based on material “scraped” from social networks.

It says the application should provideinformation about possible domestic and global threats superimposed onto maps “using mash-up technology”.

The bureau has asked contractors to suggest possible solutions including the estimated cost.

Privacy campaigners say they are concerned that the move could have implications for free speech.

The FBI’s Strategic Information and Operations Center (SOIC) posted its “Social Media Application” market research request onto the web on 19 January, and it was subsequently flagged up by New Scientist magazine.

The document says: “Social media has become a primary source of intelligence because it has become the premier first response to key events and the primal alert to possible developing situations.”

It says the application should collect “open source” information and have the ability to:

• Provide an automated search and scrape capability of social networks including Facebook and Twitter.
• Allow users to create new keyword searches.
• Display different levels of threats as alerts on maps, possibly using colour coding to distinguish priority. Google Maps 3D and Yahoo Maps are listed among the “preferred” mapping options.
• Plot a wide range of domestic and global terror data.
• Immediately translate foreign language tweets into English.

The FBI says the information would be used to help it to predict the likely actions of “bad actors”, detect instances of people deliberately misleading law enforcement officers and spot the vulnerabilities of suspect groups.

The FBI has got tired of monitoring social media sites manually and wants to reinvent the process. So, soon your posts may instantly light up on a map as a big red dot if considered suspicious, marking the location of the ‘bad actor.’

“Social media has become a primary source of intelligence because it has become the premier first response to key events and the primal alert to possible developing situations,” says the Request for Information published by FBI on January 19.

The FBI’s ‘market research’ shows that the bureau is planning to monitor all ‘publicly available’ data on social media sites through a new game-changing system.

The bureau is looking for a company which is interested in and capable of building such a system and has published a list of requirements for it.

The enquiry says that the system should provide an automated search and scrape capability of both social networking sites and open source news sites for breaking events, crises, and threats that meet the search parameters defined by the FBI.

It should also be capable of automated filtering of the data and of providing the operator with instant notification of breaking events and emerging threats.

The FBI places strong emphasis on the fact that the system should access only ‘publicly available’ data, taking every occurrence of this phrase in quotes throughout the whole document.

But most people do not realize that the data they are sharing with their friends on social networking sites is in fact publicly available.

The average user believes that only a narrow circle of close friends and relatives are reading his or her blog, and this gives them “the sense of freedom to say what they want without worrying too much about recourse,” says Jennifer Lynch at the Electronic Frontier Foundation, as cited by newscientist.com. “But these tools that mine open source data and presumably store it for a very long time do away with that kind of privacy. I worry about the effect of that on free speech in the US.”

All the collected data will be stored in the FBI database and conveniently displayed on a map upon request (by the way, FBI prefers Google, ESRI, and Yahoo maps to any other service). Of course the functionality of the map will be increased beyond the limits set for the common user.

The interactive map will have additional layers, such as US domestic and worldwide terror data, US embassies and military installations around the world, weather conditions and forecasts, and video feeds from surveillance and traffic cameras.

The revelation of the FBI’s ‘market research’ raises even more concerns about the aspects of private data safety on the Internet, as more and more data about the users is being collected and stored – for different reasons – in numerous databases around the globe.

Collecting the information in not a challenge anymore, but analyzing the data is. But there are companies, for example Google, which can crack such a problem.

Recently Google announced plans to bring all data collected from users’ separate accounts on its sites into a combined profile. Google is seeking ways of creating a simpler product experience and providing better services to its clients. But that move has triggered a lot of outrage and raised more questions about privacy on the Internet.

Texas Gov. Rick Perry fired up an anti-tax “tea party” Wednesday with his stance against the federal government and for states’ rights as some in his U.S. flag-waving audience shouted, “Secede!”

An animated Perry told the crowd at Austin City Hall — one of three tea parties he was attending across the state — that officials in Washington have abandoned the country’s founding principles of limited government. He said the federal government is strangling Americans with taxation, spending and debt.

Perry repeated his running theme that Texas’ economy is in relatively good shape compared with other states and with the “federal budget mess.” Many in the crowd held signs deriding President Barack Obama and the $786 billion federal economic stimulus package.

Perry called his supporters patriots. Later, answering news reporters’ questions, Perry suggested Texans might at some point get so fed up they would want to secede from the union, though he said he sees no reason why Texas should do that.

“There’s a lot of different scenarios,” Perry said. “We’ve got a great union. There’s absolutely no reason to dissolve it. But if Washington continues to thumb their nose at the American people, you know, who knows what might come out of that. But Texas is a very unique place, and we’re a pretty independent lot to boot.”

The Zetas cartel has become the biggest drug gang in Mexico, overtaking its bitter rival, the Sinaloa cartel, a new report suggests.

The report by US security firm Stratfor says the Zetas now operate in more than half of all Mexican states.

Stratfor says the Zetas’ brutal violence seems to have given the gang an advantage over the Sinaloa cartel, which prefers to bribe people.

Since 2007, 47,500 people have died in drug-related violence in Mexico.

The report says that drug-related violence in Mexico has persisted, despite the government’s efforts to fight the cartels.

According to the study, most smaller drug gangs have been subsumed by either the Zetas or the Sinaloa cartel, turning the two groups into the predominant criminal forces in Mexico.

The Zetas control much of eastern Mexico, while the Sinaloa cartel has its stronghold in the west of the country.

The authors also point out their differences in strategy.

They say that the Zetas whose leadership is composed of ex-special operations soldiers, resort to extreme violence.

The Sinaloa cartel, although also ruthless, prefers to bribe and corrupt people, as well as providing intelligence on rivals to the authorities.

The Science, Technology and Innovation Ministry wants to collect audio recordings of the purported strange noises in the sky heard by residents of Kota Samarahan, Sarawak.

In a Sinar Harian report, Deputy Minister Datuk Fadillah Yusuf said the ministry was collecting as much “evidence” as possible on the bizarre happening so it could submit its report to the National Space Agency (Angkasa) for further investigation.

“This incident is no laughing matter. We hope those who have audio or video recordings of the noises can come forward so we can investigate,” said Fadillah, adding that any evidence can be sent to the Petrajaya parliamentary service centre in Jalan Astana, Kuching.

Residents of Kota Samarahan claimed to have heard noises resembling “loud snorings” in the wee hours of Jan 11 and Jan 12, triggering speculations and apocalyptic theories among the fascinated.

The daily reported that residents in Budapest, Hungary and Conklin, Canada had also heard similar peculiar noises in the sky on the same dates.

The daily also quoted international reports saying the strange noises heard globally could have originated from the High Frequency Active Auroral Research Program (HAARP) programme, an ionospheric research programme based in Gakona, Alaska in the United States.

Russian President Dmitry Medvedev told a bold student at Moscow State University who asked him a challenging question that he is ready to defend his ideals to the bitter end.

Medvedev met with journalism students at the university on Wednesday, and a student asked him: “A serious revolutionary situation is brewing up in the country… What will be your personal behavior strategy during a revolution?”

“Are you ready to stand a popular trial and defend each of your decisions and ideals?” the student, who said his name was Vladimir Kulikov, asked. “Do you realize that you may even be sentenced to death? Are you ready to accept it bravely and clearly, like Saddam Hussein did, or will you emigrate to friendly North Korea?”

Medvedev said: “You have probably asked the boldest question in your life. I congratulate you on that… I will answer you extremely honestly. Any person elected to the presidential post must be prepared for everything, and I am also ready for everything.”

The president said that despite various predictions on the nearest future of Russia and the March elections, the issue of a revolution is out of the question.

“I do not want the events in our country to develop in line with a revolutionary or any other extreme scenario and, to tell you the truth, I do not see enough prerequisites for this,” he said.

The persistent student then once again asked the president whether he was prepared to die for his ideals.

“If you need a clear answer – of course I am ready to die for my ideals,” Medvedev said.

“By the way, ideals are not only the Constitution and a set of elevated values, they also include the family, children and all the rest. These are also values for which we all should be prepared to suffer proceeding from various considerations,” he said.

Prime Minister Vladimir Putin-led United Russia party won the December 4 parliamentary elections in Russia but critics claimed the vote had been skewed in favor of United Russia. The authorities admitted that minor violations had occurred during the vote, but denied claims that the irregularities affected the vote’s results.

Vote rigging allegations led to the largest anti-government protests for almost two decades, with demonstrators demanding a rerun and the dismissal of election chief Vladimir Churov.

Putin served two terms as Russia’s president between 2000 and 2008, but was barred from standing for a third consecutive term by the Constitution. He became prime minister after his handpicked successor, Dmitry Medvedev, became president.

Putin is considered the most likely candidate to win the presidential election on March 4. However, analysts say his declining popularity could see him forced into a runoff. ACTA (Anti-Counterfeiting Trade Agreement) is an agreement secretly negotiated by a small “club” of like-minded countries (39 countries, including the 27 of the European Union, the United States, Japan, etc). Negotiated instead of being democratically debated, ACTA bypasses parliaments and international organizations to dictate a repressive logic dictated by the entertainment industries.

ACTA would impose new criminal sanctions forcing Internet actors to monitor and censor online communications. It is thus a major threat to freedom of expression online and creates legal uncertainty for Internet companies. In the name of trademarks and patents, it would also hamper access to generic medicines in poor countries.

Statistics from the Office of National Statistics this morning showed that the UK went into reverse in the last quarter of 2011, when the economy shrank by 0.2% – but as the Baltic Dry Index shows, the global economy is looking even more worrying.

The index – often used as a proxy for the health of the global economy as it reflects the prices charged for shipping commodities such as metals, coal or grain around the world – has fallen by 61% since October.

The index was at 842 at yesterday’s close – down from its 12-month high of 2173 last October.

Nick Bullman, managing partner at risk consultant Check Risks, said the index is a good way of looking at the risks to the global economy, “as it tends to be where they hit first”.

According to Bullman, its initial collapse in October was driven primarily by a fall-off in demand from China, where declining housing prices pushed purchasing managers to cut back on orders for the raw materials whose transport the Baltic Dry Index reflects.

He said: “This collapse looks similar to the falls we saw in the Baltic Dry ahead of the recessions of the late 1970s and early 1990s – but this drop is actually steeper.”

Bullman added that it was also a more direct indicator of global economic health than government-produced statistics. “Personally, I’m not interested in employment data and GDP figures because they’re manipulated,” he said.

“US unemployment is in high double digits at moment, not 9% – the way the US government collates the data means the long-term unemployed just fall out of the numbers.”

However, using the Baltic Dry as an indicator of global economic health is complicated by the fact that prices also fall when new ships come into service. Shipping firms have been expanding their fleet in response to rising Chinese demand for imported commodities in recent years.

But Bullman said that shipping companies have also been deliberately slowing down their journeys to save fuel, with trips from China to the US going now taking around 50% longer than they were early in 2011.

Instead, he said he was surprised by how long the Baltic Dry took to fall. The NewContex index – an indicator of prices for transporting products in container ships – started falling in April last year.

Bullman said: “When we saw that happening in April, we realised that risks had returned to pre-2008 levels. We thought the Baltic Dry would start falling too, but it was actually relatively resilient.”

“What this is signalling is that the world economy is slowing down much more quickly than people have been thinking.”

This isn’t the first time that the two super rich men have been spotted together. Jay-Z made an appearance inan episode of Buffett’s “Secret Millionaires Club,” an animated series about a group of youngsters led by Buffett as they tackle financial emergencies. In the video, the husband of Beyonce and father of Blue Ivy Carter schools the kids on giving back.

The two also appeared together in an interview with Forbes in 2010 where they discussed the secrets of their success. Both touched on the value in having a wealth of experience and trusting their gut.

Australians are being warned to limit travel around Port Moresby after soldiers loyal to ousted prime minister Sir Michael Somare stormed barracks in the Papua New Guinean capital.

And retired Colonel Yaura Sasa, the man now claiming to be in charge of PNG’s military, has given the nation’s politicians seven days to decide who is in charge of the country.

The mutiny began at 3am local time, with up to 20 soldiers raiding defence force headquarters and arresting the head of army, the ABC reported.

Papua New Guinea’s prime minister says yesterday’s failed mutiny has turned the country into a joke, amid questions about former leader Sir Michael Somare’s role in the events in Port Moresby.

PNG’s Post-Courier newspaper has reported that police are searching for the retired Colonel Yaura Sasa, who briefly claimed to have seized control of the country’s military yesterday.

Earlier, prime minister Peter O’Neill had said that Colonel Sasa, who led a group of soldiers who put the head of the defence force under arrest on Thursday, was being “dealt with”.

The abortive mutiny yesterday was reportedly an attempt to restore Sir Michael Somare to power.

But by the afternoon defence force commander Francis Agwi had been freed and the rebel soldiers had withdrawn back to their barracks.

Mr O’Neill says the attempted mutiny was a desperate act.

“Papua New Guinea deserves better from Somare,” he said.

“Somare has to realise that this country has looked after him for 45 years; now it is his turn to respect the country that respects him.

“We do not owe it to him. We respect him, but he also needs to ensure that the people who mandated him in March also get the respect that they also deserve.

“I do not answer or this government does not answer to one man calling us to recall parliament in seven days.”

Mr O’Neill urged the country to return to normal.

“He’s not going to ask me to stay on, I’m pretty confident,” Geithner said in an interview with Bloomberg Television yesterday in Charlotte,North Carolina. “I’m confident he’ll be president. But I’m also confident he’s going to have the privilege of having another secretary of the Treasury.”

Geithner, 50, has led President Barack Obama’s efforts to pull the U.S. economy out of the worst recession since World War II, including overseeing bailouts of automakers General Motors Co. (GM) and Chrysler Group LLC, which have since emerged from bankruptcy. Before joining the administration in 2009, Geithner was president of the Federal Reserve Bank of New York, playing a key role in the government’s rescue packages for banks such as Citigroup Inc. In the interview, Geithner said he would do “something else” after leaving the Treasury Department, without specifying what that would be. In August, an administration official said Geithner would stay in his job at least through this year’s presidential election.

Billionaire George Soros is predicting protests by Occupy Wall Street will turn violent, while warning the U.S. financial system may collapse.

In an interview with Newsweek writer John Arlidge, Soros reportedly said riots on the streets of American cities are inevitable.

“‘Yes, yes, yes,’ he says, almost gleefully,” when asked about the prospect of Occupy turning violent, writes Arlidge.

Soros claimed the riots will “be an excuse for cracking down and using strong-arm tactics to maintain law and order, which, carried to an extreme, could bring about a repressive political system, a society where individual liberty is much more constrained, which would be a break with the tradition of the United States.”

“At times like these, survival is the most important thing,” Soros continued.

“I am not here to cheer you up. The situation is about as serious and difficult as I’ve experienced in my career,” Soros said.

In the interview, Soros claimed the Occupy Wall Street movement “is an inchoate, leaderless manifestation of protest.”

However, WND has repeatedly documented the billionaire’s many ties to Occupy, including how the group’s reported nerve center is staffed by professional agitators deeply linked to organizations funded by Soros.

Those groups, most prominent among them being the Tides Center, have been involved with Occupy since the anti-Wall Street movement’s inception.

Tides functions as a money tunnel in which major leftist donors provide large sums that are channeled to hundreds of radical groups.

The Tides-funded Adbusters magazine is reported to have come up with the Occupy Wall Street idea after Arab Spring protests toppled governments in Egypt, Libya and Tunisia. The Adbusters website serves as a central hub for Occupy’s planning.

The Tides-funded Ruckus Society has been providing direct-action training to Occupy protesters as well as official training resources, including manuals, to Occupy training groups. Ruckus, which helped spark the 1999 World Trade Organization riots in Seattle, was also listed as a “friend and partner” of the “Occupy Days of Action” in October.

Billionaire investor George Soros has a new prediction for America. While it might be as dire as it gets for the financial wiz, this bet concerns more than just the value of the buck. According to Soros, there’s about to be an all-out class war.

Soros, 81, previously bet against the British pound in the early 90s and made $1 billion off its collapse. In the years since, he’s remained active in investing, but also in advocacy. He’s helped keep Wikipedia afloat thanks to impressive contributions and through donations to the Tides Center, has indirectly funded Adbusters, the Canadian anti-capitalist magazine that put Occupy Wall Street on the map. Speaking to Newsweek recently, Soros neglected to acknowledge his past successes, but instead offered a word of warning: a period of “evil” is coming to the western world.

“I am not here to cheer you up. The situation is about as serious and difficult as I’ve experienced in my career,” Soros tells Newsweek. “We are facing an extremely difficult time, comparable in many ways to the 1930s, the Great Depression. Soros goes on to compare the current state of the western world with what the Soviet Union was facing as communism crumbled. Although he would think that history would have taught the globe a thing or two about noticing trends, Soros says that, despite past events providing a perfect example of what is to come, the end of an empire seems imminent.

“The collapse of the Soviet system was a pretty extraordinary event, and we are currently experiencing something similar in the developed world, without fully realizing what’s happening,” adds Soros.

Soros goes on to say that as the crisis in the Eurozone only worsens, the American financial system will continue to be hit hard. On the way to a full-blown collapse, he cautions, Americans should expect society to alter accordingly. Riots will hit the streets, says Soros, and as a result, “It will be an excuse for cracking down and using strong-arm tactics to maintain law and order, which, carried to an extreme, could bring about a repressive political system, a society where individual liberty is much more constrained, which would be a break with the tradition of the United States.”

As cyberspace turns its attention to the SOPA and PIPA bills in the US, the Anti-Counterfeiting Trade Agreement, or ACTA, has been quietly signed or ratified by most of the developed world and is arguably the biggest threat to Internet freedom yet.

ACTA has – officially – been in the works since 2008, and was signed by the US, Australia, Canada, Japan, Morocco, New Zealand, Singapore and South Korea in 2011. All negotiations were held behind closed doors, and it is mostly thanks to Internet hacktivist groups like Anonymous that news of the potential damage ACTA could cause has spread.

Most recently, Anonymous turned their attention to Poland, where officials announced that they will sign the controversial treaty on January 26. A number of government website attacks has left them paralyzed for two days, and several Polish websites have since announced they will go dark in protest at the treaty, echoing recent unprecedented actions by Wikipedia, Redditt, BoingBoing and many others.

However, Polish officials have said they will sign the agreement as planned. Government minister Michal Boni said “The ACTA agreement in no way changes Polish laws or the rights of Internet users and Internet usage,” after a meeting with Prime Minister Donald Tusk. The irony of that statement is that ACTA will do exactly that. It will surpass the sovereign laws of participating nations, especially in the matter of ISP monitoring.

ACTA’s reach is far more global, with countries like the US, Switzerland, Japan and all European Union members in its grasp. It is allegedly being introduced “to create new legal standards of intellectual property enforcement, as well as increased international cooperation, an example of which would be an increase in information sharing between signatory countries’ law enforcement agencies.” But in reality, the measures that have been worked on by behind-the-scenes politicians and media industry moguls are just shy of draconian.

Under this new treaty, Internet Service Providers will police all data passing through them, making them legally responsible for what their users do online. And should you do something considered “breach of copyright” like, for instance, getting a tattoo of a brand logo, taking a photo and posting it somewhere, you may be disconnected from the Internet, fined or even jailed.

This, of course, threatens the entire founding idea of the Internet – the free sharing of information. But ACTA doesn’t stop there. It goes beyond the Internet, bearing down on generic drugs and food patents. If passed, ACTA will enforce a global standard for seed patenting, which would wipe out independent, local farmers and make the world completely dependent on the patent owners (read “big corporations”) for supplies.

The agreement states that it must be signed and ratified by 2013, but the seemingly late deadline is no cause for celebration. And if the secrecy surrounding this latest censor tool continues to hold, it may be put into effect without anyone noticing.

Thousands of protesters have taken to Poland’s streets over the signing of an international treaty activists say amounts to internet censorship.

Prime Minister Donald Tusk’s government signed the Anti-Counterfeiting Trade Agreement in Tokyo on Thursday.

The treaty, known as Acta, aims to establish international standards to enforce intellectual property rights.

But critics say it could curb freedom of expression, and government websites have been hacked in protest.

Later on Thursday, hundreds of people took to the streets of the eastern city of Lublin to express their anger over the treaty.

Several marches had taken place in cities across the nation on Wednesday, says the BBC’s Adam Easton in Warsaw.

Crowds of mostly young people held banners with slogans such as “no to censorship” and “a free internet”.

After convening a special government meeting to discuss the issue, Mr Tusk said the government would not be blackmailed by the treaty’s opponents.

There would be ample time for public discussion about the treaty before it was ratified by the Polish parliament, he said.

Poland was one of several European Union countries, including Finland, France, Ireland, Italy, Portugal, Romania and Greece, to sign the treaty on Thursday but it appeared to be the only place where it caused protest.

The agreement was signed by the US, Australia, Canada, Japan, Morocco, New Zealand, Singapore and South Korea last year.

Acta shares similarities with America’s Stop Online Piracy Act, which US lawmakers set aside last week after Wikipedia and Google blacked out or partially obscured their websites for a day in protest.

India is the first buyer of Iranian oil to agree to pay for its purchases in gold instead of the US dollar, DEBKAfile’s intelligence and Iranian sources report exclusively.  Those sources expect China to follow suit. India and China take about one million barrels per day, or 40 percent of Iran’s total exports of 2.5 million bpd. Both are superpowers in terms of gold assets.

By trading in gold, New Delhi and Beijing enable Tehran to bypass the upcoming freeze on its central bank’s assets and the oil embargo which the European Union’s foreign ministers agreed to impose Monday, Jan. 23. The EU currently buys around 20 percent of Iran’s oil exports.

The vast sums involved in these transactions are expected, furthermore, to boost the price of gold and depress the value of the dollar on world markets.
Iran’s second largest customer after China, India purchases around $12 billion a year’s worth of Iranian crude, or about 12 percent of its consumption. Delhi is to execute its transactions, according to our sources, through two state-owned banks: the Calcutta-based UCO Bank, whose board of directors is made up of Indian government and Reserve Bank of India representatives; and Halk Bankasi (Peoples Bank), Turkey’s seventh largest bank which is owned by the government.

The EU decision of Monday banned the signing of new oil contracts with Iran at once, while phasing out existing transactions by July 1, 2012, when the European embargo, like the measure enforced by the United States, becomes total. The European foreign ministers also approved a freeze on the assets of the Central Bank of Iran which handles all the country’s oil transactions.

The Iranian geopolitical tension is supporting gold as Britain, America and France have delivered a clear message to Iran, sending six warships led by a 100,000 ton aircraft carrier through the highly sensitive Strait of Hormuz.

Reuters report that the EU has agreed to freeze the assets of the Iranian central bank and ban all trade in gold and other precious metals with the Iranian Central Bank and other public bodies in Iran.

According to IMF data, at the last official count (in 1996), Iran had reserves of just over 168 tonnes of gold. The FT reported in March 2011 that Iran has bought large amounts of bullion on the international market to diversify away from the dollar, citing a senior Bank of England official.

Currency wars continue and are deepening.

Many Asian markets are closed for the Lunar New Year holiday which has led to lower volumes.

Of note was there was an unusual burst of gold futures buying on the TOCOM in Japan, which has helped the cash market to breach resistance at $1,666 an ounce.

Investors are also waiting for euro zone finance ministers to decide the terms of a Greek debt restructuring later today.  This would be the second bailout package for Greece.

The risk of contagion in Eurozone debt and wider markets is leading to continued safe haven demand for gold.

Highly indebted Swiss-based oil refiner Petroplus, after weeks of talks with its creditors, said in a statement on Tuesday it would file for insolvency.

The company, with $1.75 billion in outstanding senior notes and convertible bonds, had been negotiating with lenders to reopen credit lines needed to maintain operations and meet its financial obligations.

But on Tuesday it said its board of directors had “resolved to prepare for a filing for insolvency or composition proceedings in Switzerland and will make the necessary filings as soon as possible”.

It added that “similar steps are being taken by Petroplus subsidiaries in various jurisdictions”.

CEO Jean-Paul Vettier said: “It is unfortunate to have reached the point where the executive committee and board of directors have to inform our employees, shareholders, bondholders and other stakeholders about these circumstances.”

“We have worked hard to avoid this outcome, but were ultimately not able to come to an agreement with our lenders to resolve these issues given the very tight and difficult European credit and refining markets.

“We are fully aware of the impact that this will have on our workforce, their families and the communities where we have operated our businesses.”

On Monday trading in Petroplus shares was suspended at the request of the company, the Swiss exchange said.

A week earlier credit ratings agency Standard and Poor’s had downgraded its rating for Petroplus by three notches due to the increased risk of a default on its short-term debt.

Last week Petroplus, Europe’s largest independent oil refiner, announced it was to sell its Petit Couronne refinery in France due to the financial difficulties.

Petroplus also said it was looking for strategic alternatives including the sale of its Cressier (Switzerland) and Antwerp (Belgium) refineries.

It has two other refineries across Europe: Ingolstadt in Germany and Coryton in Britain.
