Barack Obama has arrived for the start of his three-day visit to Vietnam, only the third by a sitting US president since the end of the Vietnam War.

The trip comes amid warming ties between the countries as the US seeks to build relations with Pacific allies.

Vietnam is keen for the US to lift an arms embargo that has been in place since 1984.

Mr Obama will later fly to Japan for a G7 summit. He will also become the first US president to visit Hiroshima.

While in Vietnam, Mr Obama is expected to meet dissidents and make the case for Vietnam to remove obstacles to the US-led Trans Pacific Partnership (TPP) free trade deal.

Ben Rhodes, Mr Obama’s deputy national security adviser, said before the visit that talks on removing the United States’ embargo on selling arms to Vietnam would be discussed.

Doing so would allow Vietnam to bolster its defences at a time of territorial disputes with its neighbour China, which was unhappy with a partial lifting of the ban in 2014.

However, White House officials indicated the ban would be lifted only if there was an improvement in human rights in Vietnam.

On Friday, Mr Obama will tour Hiroshima, where a US nuclear bomb was detonated in 1945, killing at least 140,000 people.

In an interview with Japanese broadcaster NHK on Friday, Mr Obama said he would not apologise during his remarks in Hiroshima.

“It’s important to recognise that in the midst of war, leaders make all kinds of decisions, it’s a job of historians to ask questions and examine them,” he said.

“But I know, as somebody who’s now sat in this position for the last seven-and-a-half years, that every leader makes very difficult decisions, particularly during wartime.”

  3. Vietnam Plans to Turn to Private Sector to Develop Infrastructure

Vietnam will need around $48 billion from 2016 through 2020 to improve the country’s weak transportation infrastructure, the country’s government says.

The government said in a statement on its website that the country will have to seek funding from new sources, including from the private sector, due to constraints on the state budget.

Vietnam has been relying heavily on the state budget for developing its roads, waterways and railways, which have been inadequate to support the country’s economic growth, which has been among the highest in Asia in recent years.

Official development assistance, including low-interest loans and grants from foreign donors, has also been a key source of funds for infrastructure projects in Vietnam, but that is expected to shrink as Vietnam has now become a middle-income country.

      • it is a shame really. when the latest crisis came to the Americans shores(Syrian refugees) the Americans through their arms up and complained that “what about our homeless and our veterans who are on the streets”? i say this: being the police of the world and interfering with other nations brings on migration. it is known as fact, throughout history that migration occurs due to; and not limited to, wars, drought and famine. as always we see the Americans crying the victim. do the innocent people who sided with America not have a place in the land of the free? many of these wars had been under the guise of humanitarianism..”dictators” and “regimes” were words used! bringing order to orderless countries right? lol. what a joke. the joke is that they cannot even provide for their own people yet spends trillions on wars. i should donate a cardboard box at the very least to a veteran who thought he/she was fighting a war for the liberties of others who never actually asked for help!

    • more power for the corporate snake!
