President Donald Trump in the coming days will sign a new executive order that unravels his predecessor’s sweeping plan to curb global warming, the head of the Environmental Protection Agency said Sunday.

EPA chief Scott Pruitt said the executive order to be signed Tuesday will undo the Obama administration’s Clean Power Plan, an environmental regulation that restricts greenhouse gas emissions at coal-fired power plants. The 2015 rule has been on hold since last year while a federal appeals court considers a challenge by coal-friendly Republican-led states and more than 100 companies.

Speaking on ABC’s ‘‘This Week,’’ Pruitt said Trump’s intention is to bring back coal-mining jobs and reduce the cost of electricity.

Supporters of former President Barack Obama’s plan, including some Democratic-led states and environmental groups, argue it would spur thousands of clean-energy jobs and help the U.S. meet ambitious goals to reduce carbon pollution set by an international agreement reached in Paris in late 2015.

Pruitt on Sunday called the Paris climate accord a ‘‘bad deal’’ because he said it went too easy on China and India, who like the U.S. are among the world’s leading producers of carbon dioxide.

‘‘So we’ve penalized ourselves through lost jobs while China and India didn’t take steps to address the issue internationally. So Paris was just a bad deal, in my estimation,’’ he said.

This order signed by President Trump is both a practical and a philosophical attempt to change the US narrative on climate change.

His supporters say it will create thousands of jobs in the liberated oil and gas industries. His opponents agree the new order will be a job creator – but they’ll be jobs for lawyers, not in the coal fields.

Front and centre is practical action on the Clean Power Plan (CPP), the Obama project to cut fossil fuels from energy production. Although it has long been tied up in the courts, the new administration will leave it to fester there while they come up with a much weaker replacement.

There will also be new, less restrictive rules on methane emissions from the oil and industry and more freedom to sell coal leases from federal lands.

President Trump is signalling a significant change in the widely held philosophy that CO2 is the enemy, the main driver of climate change.

US environmentalists are aghast but also enraged. They will be queuing up to go to court. But in many ways that’s playing into the hands of President Trump and the fossil fuel lobby.

“Delay is what they want,” one green source told me, “delay is winning.”

The European Union has led criticism of Donald Trump’s effort to unravel Barack Obama’s measures to combat climate change, suggesting that Europe will now take the lead in global efforts.

The US president signed an executive order on Tuesday aimed at eliminating the clean power plan, Obama’s landmark policy to set limits on the amount of greenhouse gases that power plants emit. America’s commitment to the Paris accord of nearly 200 countries now hangs in the balance.

Miguel Árias Cañete, the EU’s climate action commissioner, said: “We regret the US is rolling back the main pillar of its climate policy, the clean power plan. Now, it remains to be seen by which other means the United States intends to meet its commitments under the Paris agreement.”

He added: “The continued leadership of the EU, China and many other major economies is now more important than ever. When it comes to climate and the global clean energy transition, there cannot be vacuums, there can only be drivers, and we are committed to driving this agenda forward.”

The EU has the most ambitious emissions reduction target, Árias Cañete said. “We will stand by Paris, we will defend Paris, and we will implement Paris.”

Christiana Figueres, former executive secretary of the United Nations Framework Convention on Climate Change, said Trump’s action risked putting the US on the back foot. “I don’t know anyone who wants to breathe dirty air, who wants to worry about their water source, or who wants to leave a dangerous world to their children,” she said. “And because we are all united by these common desires, I am optimistic that Paris will endure, with world leadership remaining resilient in its commitments to Paris.”
